Towards new markets: the new Lombardy Region grant for SME internationalization
The Lombardy Region has allocated almost €19 million to support Lombardy-based SMEs aiming to expand into international markets. The “Verso Nuovi Mercati” call, under PR FESR 2021–2027 (Action 1.3.1), funds structured internationalization plans, from digital marketing to certifications and temporary showrooms abroad.
Purpose
To promote the international development of Lombard SMEs through the creation and implementation of an Internationalization Action Plan, based on market analysis, strategic goals, and operational planning.
Who can apply
- Micro, small and medium enterprises with at least two approved financial statements
- Operational headquarters in Lombardy
- No more than 40% of turnover from foreign sales in 2024
Excluded sectors: tobacco, agriculture, financial services, real estate, companies in difficulty.
Type of aid
Up to 85% of eligible expenses covered:
- 20% non-repayable grant
- 65% subsidized loan (fixed rate 1.5%, duration 3–6 years)
Minimum investment: €30,000
Maximum eligible investment: €600,000
Minimum co-financing by the company: 15%
Eligible expenses
Expenses that can be covered include:
- Consulting for drafting the Action Plan (max 20%)
- International marketing and promotion (multilingual content, advertising, social media)
- Certifications required for foreign markets
- Product adaptation to local regulations or consumer preferences
- Temporary showrooms or exhibition spaces abroad or in Italy (max 6 months)
- Staff training (max 10%)
- Internal personnel allocated to the project (flat-rate 20%)
- Indirect costs (flat-rate 7%)
Evaluation process
Ranked selection based on:
- Project quality
- Market and strategy analysis
- Consistency with selected target countries
- Expected economic and territorial impact
- Financial sustainability (Credit Scoring MCC from 1 to 7)
Not eligible: companies with MCC class 8–12 or unclassified (UN).
